SIOD

In 2002 the SIOD was in need of a management concept using a dashboard. EFM was asked to incorporate the already established BER (BudgetExecutionReport) into Bizzscore. The Bizzscore Web edition had been installed and integrated in a web based environment with Mavim in 2003, in order to link the process descriptions with the performance indicators. The Organization
The Social Security Intelligence Agency (SIOD) is set up on the first of January 2002 and is part of the Ministry of Social Affairs and Employment in the Netherlands.

The main objective of the SIOD is ‘fighting criminal entrepreneurship within the field of work and income’. This not only concerns the criminal entrepreneur who specializes in illegal activities (organized criminality) but also the entrepreneur who combines his role of bona fide entrepreneur with that of criminal entrepreneurship (forms of organization criminality).

The SIOD is mainly focused on large scale identity frauds, employer frauds, subsidy frauds and employment fraud, which refers to any form of avoiding paying taxes.

The SIOD works closely together with other governmental organizations to reach its objectives.

The Challenge
In 2002 the SIOD was in need of management information presented in such a way that decision making on different organizational levels could be achieved in a balanced and efficient way. For this reason the structure of the Balanced Scorecard had been used for the strategic plan of 2003. It functioned as a guideline to identify the defined performance indicators. The monitoring of these indicators was performed in the so called Budget Execution Report, hereafter BER.

Because the BER had to be set up manually there was a need for an automated system which would effectively link and present the existing sources; HR system, ISIS/SMIS (with information about fraud cases) and the financial system.

The Pilot
Early 2003 Peter Vijgeboom and Peter Heskes started with a pilot using Bizzscore. EFM Software was asked to implement the BER into Bizzscore. There was a session with the steering committee for the SIOD Dashboards. During this session it became clear that at first sight the current SIOD-dashboard system appeared to be more a control tool then a management tool. This conclusion was supported by the following arguments:

  • the system lacked underlying detail information for specific divisions of the organizational divisions;
  • clear definitions for Key Performance Indicators (KPI’s) were absent;
  • the objectivity of the data was being questioned due to missing targets;
  • No clear distinction was made between Key Success Factors (KSF’s) and KPI’s.

    During the working session of the steering committee, the vision, mission, strategic objectives and KSF’s (in accordance with the director’s plan) were implemented in Bizzdefiner and were completed with additional KSF’s if necessary.

    The Implementation
    Based on the directors’ plan, the KSF’s and their respective KPI’s were linked. Subsequently, the KSF’s were allocated to the individual organizational divisions of SIOD.

    The members of the steering committee took care of the design of the dashboard for the different organizational divisions based on the existing management information. EFM Software processed these MS Excel-files in Bizzdefiner and Bizzscore. Next an information analysis was performed with the people concerned with the sourcing systems during meetings in the second half of 2003. Based on these meetings EFM Software connected data to the KPI’s. The resulting dashboards were presented to the management team.

    At the same time during the second half of 2003, a system for process management in MAVIM software was implemented. The processes described in this tool needed to be connected to process indicators in Bizzscore. Therefore, the Bizzscore Web edition was installed and integrated in one web based environment with Mavims process descriptions using Microsoft Sharepoint. This resulted in the SIOD Integral process and Score System which was called SISSY. The system was launched by the managing director Nico Laagland during his New Year’s speech in January 2004. Later that year the Bizzquality software was installed for the purpose of web based employees questionnaires.
